ZAP Recreation List
In 1997, and again in 2006, the Salt Lake County Council placed on the election ballot a request for voters to approve a 10-year General Obligation (G.O.) bond. The bond proceeds were used to fund Zoo, Arts and Parks (ZAP) related recreational facilities throughout the County. In early 2015, the County Council began the process for the third round of funding.
To determine which projects were placed on the ballot, the Council established an application process. The Council appointed a 17 member advisory board comprised of both community members and municipal mayors from around the Salt Lake County.
This advisory board oversaw the application process and recommended projects to the Salt Lake County Council for final approval to be included on the November 2016 election ballot. The application process was open to any project that satisfied the qualifications and criteria.
The criteria listed below was used by the Recreational Facilities Advisory Board to filter and score applications. Project applications had to meet the Qualifications listed below in order to be considered. The second section, Criteria for Prioritization, was used to score the project applications. The closer a project aligned with these criteria, the higher the project may score. Proposals received preference for having operational and environmental efficiency. The need assessment was the primary basis for scoring.
