The program began in May 1986 as a six-month internship to survey and inventory county records, begin a scheduling program, and develop a long-term plan for records management. After the completion of the internship, a records management program was established and the first county records manager hired. Records and archives functions were conducted from one office located at the County Government Center. In 1992 the County passed a local ordinance to comply with state records law that provided a statutory framework for the records management and archives program.

In 1994 the County Records Center moved into its current location in West Valley City. A records storage mezzanine was added in 1997. In 2006 the facility was remodeled to include an archives reading room and processing space for the consolidation of staff and records storage.

Since its creation the program has grown to include management of records compliance issues such as HIPAA, as well as electronic records management. Records Management and Archives is currently part of the Department of Administrative Services of Salt Lake County.
